Cornwall Web Committee

The Cornwall Web Committee is an independent and lively group of dedicated volunteers tasked with the mission of creating a vibrant digital presence for the town we love. Our website is a fusion between the town and local community, which is a very Cornwall thing. Founded in 2001 by luminaries ahead of their time, our site is unique, representing the community, town, and visitor information in a single, unified experience. Our group is an eclectic mix which encapsulates our town well.

POLICIES OF THE WEBSITE COMMITTEE

Adopted: July 30, 2000

1. Basic Purpose and Policy-Making. The basic purpose of the website is to provide timely, useful information and news of interest to the residents of Cornwall and also for people who want to know about Cornwall. Policies of the website shall be established by action of the Website Committee from time to time.

2. Opportunity For Expression. In addition, the website is intended to provide an arena where residents of Cornwall can express themselves, either through artistic means (such as drawings, photos or other media), through presentations of their opinions in writing or in other forms. All submissions must be signed by the person or persons submitting them.

3. E-Mail Address Listing. To help Cornwall residents communicate electronically, the website will establish a section listing the names and e-mail addresses of Cornwall residents (year-round and weekend) who have such addresses. However, only those persons who agree to be included will be so listed.

4. Limitations On Expression. The Committee recognizes that there must be some reasonable limitation on information and opinions presented on the website, much as we might like it to be free to all comers and all opinions. Toward this end, we will not allow the following forms of expression on the website: (1) political material; (2) pornographic material; (3) commercial material such as advertising intended to sell goods and services other than a simple listing of such goods and services available from establishments in Cornwall or nearby areas commonly identified with Cornwall (for example, by zipcode or telephone prefix) ; (4) any personal attacks on individuals or groups of whatever type; or (5) other material determined by the Committee to be inappropriate or objectionable to the community.

5. Roles Of The Webmaster and Board. These policies shall be administered by the Webmaster. In the case of questionable material, the Webmaster shall consult with the Committee, whose decision shall be final.

RULES

ARTICLE 1 PURPOSE: The purpose of the Committee is to establish and maintain a website on the internet that provides information of interest to all residents and others concerned with the community of Cornwall, Connecticut.

ARTICLE 2 MEMBERSHIP: The Committee shall consist of up to seven members.

ARTICLE 3 OFFICERS: The officers of the Committee shall be a Chair, a Vice- Chair and a Secretary. Officers shall be elected by the members.

ARTICLE 4 CHAIR: The Chair shall preside at all meeting of the Committee.

ARTICLE 5 VICE-CHAIR: In the absence of the Chair, the Vice-Chair shall assume the duties of the Chair.

ARTICLE 6 SECRETARY: The Secretary shall keep a record of all the transactions of all the meetings of the Committee and shall keep on file a copy of these Rules and the minutes for inspection by any interested person.

ARTICLE 7 DUTIES OF THE COMMITTEE: The members of the Committee shall be responsible for the general policy of website activities and operations, and shall have general oversight of the care and protection of all website materials and property.

ARTICLE 8 WEBMASTER: The Committee shall designate a Webmaster who shall have general charge of the management and administration of the website and shall be responsible for the care of website materials and other website property. The Webmaster shall designate such other individuals as are deemed necessary to assist in the management and operation of the website. Both the Webmaster and these appointees shall serve at the pleasure of the Committee.

ARTICLE 9 MEETINGS: Meetings of the Committee may be called by the Chair at such times as the Chair deems necessary or upon the request of three members. Five days written notice stating the purpose for the meeting is required for the calling of a special meeting unless this requirement is waived by a majority of the members.

At all meetings, four members shall constitute a quorum. All decisions shall be taken by a majority of those present and voting. Any member who is absent from a meeting may give a proxy in writing to another member who shall then be entitled to vote at the meeting for the absent member. All proxies shall be filed with the Secretary.

ARTICLE 10 INTERPRETATION AND DISSOLUTION: Any interpretation of the meaning of these Rules shall be made by the Committee. At meetings, Roberts Rules of Order shall apply.

ARTICLE 11 AMENDMENTS: These Rules may be altered or amended by a vote of two-thirds of the members present at any meeting, provided that written notice of such proposed changes has been given or sent to each member at least five days prior to such meeting, and that there is a quorum of members present at the meeting .
